Established in 1985, the Lifeline Program helps low-income individuals and families by offering substantial discounts on wireless and internet services. This initiative is managed by the Universal Service Administration Company (USAC) and regulated by the Federal Communications Commission (FCC). What Does Lifeline Offer?

Eligible participants may receive a Lifeline benefit that includes a free phone service with unlimited talk and text, international calling to certain countries, and up to 6GB of data monthly. This benefit is limited to one per household.

Eligibility for the Lifeline Benefit

Qualifying for the Lifeline program can be through two primary pathways: income level or participation in certain federal assistance programs. Your household qualifies if your income is at or below 135% of the Federal Poverty Guidelines or if you participate in any of the following programs:

  • Supplemental Nutrition Assistance Program (SNAP/Food Stamps)
  • Medicaid/Medi-Cal
  • Supplemental Security Income (SSI)
  • Federal Public Housing Assistance (FPHA) or Section 8
  • Veterans and Survivors Pension Benefit

Tribal Households

For those living on federally recognized Tribal lands, additional program eligibility includes:

  • Bureau of Indian Affairs General Assistance
  • Head Start (if income-based eligibility is met)
  • Tribal Temporary Assistance for Needy Families (Tribal TANF)

Income-Based Qualification

Here are the income thresholds based on the 2024 Federal Poverty Guidelines, which vary by state and household size:

  • 48 States, DC, & Territories: For a household of one, the income cap is $20,331. This cap increases with each additional household member, with each increase listed in a comprehensive chart on our website.
  • Alaska: For a household of one, the income cap is $25,394.
  • Hawaii: For a household of one, the income cap is $23,369.
